Russian-Kyrgyz Consortium of Technical Universities (RKKTU) was established in 2013 based on the decisions of Inter-government Kyrgyz-Russian Commission on trade-economical, science-technical and humanitarian cooperation (Protocol of 13-th meeting dated April 12, 2011 and Protocol of 14-th meeting dated April 27, 2012.).
Consortium was created under support of Ministries of education and science of Russian Federation and Kyrgyz Republic. It is a voluntary association of Russian and Kyrgyz universities, which have signed an Agreement on Consortium establishment or joined Consortium later. These universities share common aims of support and development of joint network education programs.

Co-Chairmen of the Board are rectors of National Research University “Moscow Power Engineering Institute” and Kyrgyz State Technical University named after I.Razzakov. At that MPEI serves as a coordinator of Russian members of Consortium and represents their interests at Russian Ministry of Education and Science, while KSTU serves as a coordinator of Kyrgyz members of Consortium and represents their interests at Kyrgyz Ministry of Education and Science.
